Loss of cog-suit promotion earned laff after suit upgrade Saturday 25th May 2024 01:56:00

An issue was discovered with a task meant to detect and correct broken Toon states where it did not properly account for cog suit upgrade. The task has been corrected and laff values will be normalized after districts have been restarted.
