There is currently a partial outage of our download servers, impacting the ability to enter Toontown for players in certain regions of the world.
This issue is was unfortunately caused by our hosting providers -- so at the current time we're patiently waiting on a fix. Once a fix is put in place, we'll let you know as soon as possible.
